(WO) — Saipem and Jan De Nul have signed a letter of intent (LOI) with ExxonMobil Mozambique for preliminary work on the offshore portion of the Rovuma LNG Phase 1 development in Mozambique.
The approximately €11 million ($13 million) initial scope covers limited preliminary engineering and procurement activities and other technical services intended to advance project definition and execution planning.
The offshore development is designed to deliver natural gas from Area 4 resources to the planned onshore Rovuma LNG liquefaction plant. The development will include 18 subsea wells connected through a network of subsea pipelines and manifolds.
The LOI was signed with ExxonMobil Moçambique on behalf of Mozambique Rovuma Venture (MRV), representing the Area 4 partners ENH, CNPC, Eni, KOGAS and XRG.
A final engineering, procurement, construction and installation (EPCI) contract for the Saipem-Jan De Nul consortium remains subject to a positive final investment decision (FID) by the Area 4 partners, as well as required government and regulatory approvals. Those decisions and approvals are expected in 2026.
Under the prospective EPCI scope, the consortium would provide subsea infrastructure including gas export pipelines, umbilicals, infield flowlines and related facilities supporting production from the offshore development.
The LOI advances early work on Rovuma LNG as the Area 4 partners move the project toward a potential FID and development of Mozambique’s offshore gas resources.
