Sixty-nine percent of Americans paid more than a quarter of their pretax income on housing, according to CNBC and SurveyMonkey’s Quarterly Money Survey, published Oct. 6, with 20% spending more than half.
The Department of Housing and Urban Development considers 30% the thresholdfor affordability.
When you compare typical earnings with average housing costs, that could be a stretch: American households earned a median of $87,460 pretax in 2025, the latest year that data from the U.S. Census Bureau is available. Using the 30% rule, that means they could comfortably afford to spend no more than $2,186.50 per month on housing.
Someone who puts 10% down on a $410,700 house — the median-priced home in the second quarter of 2026 — and finances the rest with a 30-year-fixed-rate mortgage with a 7.0% rate, will pay $2,459 in loan payments each month, per CNBC Select’s mortgage calculator.
That’s already over budget — and it doesn’t include other homeownership expenses, like property taxes, insurance and utilities.
Renting isn’tmuch cheaper, though there can be more breathing room. A family leasing a median-priced two-bedroom apartment paid $1,896 in August 2026, according to Realtor.com, leaving little left over for utilities, insurance or other housing expenses.
Despite this, renters and buyers can still save. Here are three strategies for cutting housing costs.

Choose a mortgage that offers below-average rates
While the average 30-year fixed-mortgage rate is 7.40% as of October 15, there are home loan options that can save you money.
- Adjustable-rate mortgages: These mortgages have a fixed-rate term of three, five, seven or 10 years, followed by a rate that fluctuates every six or 12 months. The initial rate is typically lower than a fixed-rate mortgage.
- 15-year fixed-rate mortgages: A shorter term can help you get a lower rate, but monthly payments will likely be higher.
- Federal Housing Administration (FHA) loans: This government-backed loan is available to qualifying buyers with a credit score of at least 500.
- Department of Veterans Affairs (VA) loans: This government-backed loan is available to qualifying veterans and service members.
- U.S. Department of Agriculture (USDA) loans: This government-backed loan is available to qualifying homebuyers in select rural and suburban zip codes.
- Credit unions: Not-for-profit credit unions typically offer mortgages at lower rates than traditional banks.
Rocket Mortgage and Chase Bank offer a variety of these loan types and both rank highly on J.D. Power’s customer satisfaction surveys.
Rocket is a good choice for those who prefer to do their borrowing remotely. Chase has more than 5,000 locations, making it a good fit for homebuyers who want an in-person borrowing experience.
