(WO) — Godfrey Moagi, chief executive officer of the South African National Petroleum Company (SANPC), has been appointed chairman of the African Petroleum Producers’ Organization (APPO) National Oil Companies (NOCs) CEOs Forum, taking over the role from Kwame Ntow Amoah, CEO of the Ghana National Petroleum Corporation (GNPC).
The leadership transition was announced Monday during APPO’s eighth annual NOCs CEOs Forum at African Energy Week 2026 in Cape Town. In his acceptance address, Moagi outlined three priorities: developing viable refining capacity, securing financing for strategic energy projects and strengthening technical skills across Africa’s oil and gas workforce.
On refining, Moagi called for greater coordination between processing capacity and market demand, warning that countries cannot sustain refineries without credible markets for their output. He also cited disruptions and vulnerabilities associated with energy flows through the Strait of Hormuz as a reason to strengthen regional energy security.
Moagi’s second priority is accelerating the establishment of the Africa Energy Bank to help finance energy infrastructure projects that have struggled to secure funding from Western institutions. His third focus is increasing cooperation among African national oil companies to develop the technical expertise and workforce needed to support the continent’s energy value chain.
Outgoing chairman Amoah highlighted cooperation between PetroSA, a subsidiary of SANPC, and GNPC on Ghana’s offshore Jubilee development as an example of cross-border collaboration. He also pointed to the planned Africa Energy Bank and the Pan-African Local Content framework in Brazzaville as mechanisms to improve access to capital, strengthen workforce development and encourage joint project development across the continent.
